India-Oman CEPA Boosts Gulf Fashion Brands’ Apparel Sourcing and Economic Growth

Date:

The India-Oman Comprehensive Economic Partnership Agreement (CEPA) is opening up promising avenues for apparel companies in Oman and the Gulf region to procure textiles and garments from Indian manufacturers. This wide-ranging agreement, encompassing sectors like manufacturing, energy, and technology, is poised to enhance market access for the fashion industry. As a result, Indian textile producers might forge stronger connections with brands, retailers, wholesalers, and private-label businesses across Oman and other Gulf Cooperation Council (GCC) countries.

A pivotal aspect of CEPA is Oman’s commitment to grant preferential market access to a substantial portion of Indian exports, with over 98% of Oman’s tariff lines enjoying duty-free access. This arrangement effectively encompasses nearly all Indian exports by value. For companies in textiles and apparel, the reduction or elimination of customs duties can significantly influence the landed cost of imported goods, offering businesses greater leeway in pricing, profit margins, and sourcing strategies. Nonetheless, the specific benefits for individual apparel items hinge on tariff classifications, rules of origin, and other stipulations outlined in the agreement.

India’s well-established textile sector presents a strategic advantage for Gulf fashion enterprises. The country’s manufacturing ecosystem spans various production stages, such as fiber, spinning, weaving, knitting, dyeing, finishing, and garment creation. This comprehensive range of capabilities enables international buyers to source fabrics, trims, and finished garments through interconnected supplier networks. Serving a diverse array of segments—from everyday apparel and private-label collections to premium, technical, and performance clothing—India’s manufacturing base offers brands in Oman, UAE, Saudi Arabia, Qatar, Kuwait, and Bahrain additional options for diversifying their supply chains.

Sustainability and innovation in technical textiles have become critical considerations for fashion companies operating globally. Indian manufacturers are progressively investing in water management, renewable energy, responsible sourcing, and internationally recognized textile certifications. Additionally, India has developed expertise in technical textiles and performance apparel, catering to Gulf brands producing activewear, uniforms, athleisure, and other specialized garments. With Oman’s strategic location and robust port infrastructure—featuring ports like Duqm, Salalah, and Sohar—CEPA’s potential extends beyond direct trade between India and Oman. These ports could facilitate Oman’s role as a logistics and distribution hub for businesses targeting broader Gulf markets.

As Indian suppliers attract attention as a sourcing destination, the combination of preferential trade access, extensive textile manufacturing capabilities, and advancements in sustainable and technical apparel is enhancing their role in Gulf fashion supply chains. Indian manufacturers offer services from product development and fabric sourcing to pattern making, sampling, production, quality control, and export coordination. This is particularly advantageous for brands seeking private-label or customized manufacturing solutions. NoName, an Indian apparel manufacturing and sourcing company, collaborates with international brands on product development, private-label production, sustainable apparel, and export coordination, aiming to bridge Indian manufacturing with the growing sourcing demands in Oman and other GCC markets. The India-Oman CEPA thus lays the groundwork for stronger commercial ties, with the apparel industry poised to benefit from deeper access to India’s textile and garment manufacturing ecosystem.
