US Recognizes India’s Concerns Over Potential Impact of Russia Sanctions Act

The United States has addressed India’s concerns regarding a proposed sanctions law targeting Russia, emphasizing that there are “no hard feelings” over New Delhi’s reaction to the legislation. The Sanctioning Russia and Iran Act aims to impose tariffs up to 100% on major purchasers of Russian energy, a move that could significantly impact India as a substantial buyer of Russian oil.

A senior official from the U.S. State Department acknowledged India’s need to respond to the proposed legislation, especially in light of criticism from U.S. lawmakers about India’s energy dealings with Russia. India’s Ministry of External Affairs has expressed apprehension that the legislation might affect the India-U.S. relationship and wider global energy markets, citing concerns about potential repercussions on its energy security.

The sanctions bill includes a provision for a broad national security waiver, granting the U.S. president the authority to exempt certain countries from specific measures under defined circumstances. While it remains unclear if India will be granted such a waiver, the U.S. official indicated that national security considerations could allow for its application.

Discussions regarding the implications of the sanctions law were part of a meeting between India’s External Affairs Minister S. Jaishankar and U.S. Secretary of State Marco Rubio. The U.S. has signaled its willingness to support countries like India in diversifying their energy supplies, acknowledging India’s significant energy needs.

The official also highlighted ongoing cooperation between the United States and India through platforms like the Quad, underscoring the two nations’ strategic ties. Additionally, Secretary Rubio is scheduled to visit India in October, reinforcing the continued diplomatic engagement between the two countries.
